I'm sure there is already a competitve ruleset for BvN but I feel like I should share what I think the ruleset should be.
1. Transformations cannot be selected from the character select screen, they can only be playable by transforming during a match.
2. The following settings must be set in Options for all matches: Life 200%, Operate Mode Normal, Time 90 seconds.
3. Any glitch that makes the game unplayable is not allowed (Infinites won't be count as glitches, as much as I see you call it a bug. Yes, this does mean infinites are allowed).
Reasonings for my rules:
For the first rule, I feel that picking transformations makes the base form feel pointless, since they have that transformation but since the transformation they can transform to is selectable on the select screen this makes picking the base form pointless. I want the base form to feel like there is a reason to use them while.
For the second rule, I already we all agree 200HP is good for competitve play so I won't explain that. For the Operational mode to be set to Normal rather than Classic, the problem with Classic is that you can hold a single button to do combos very easily which lowers the skill gap. I feel the Normal Operate mode makes the game skill gap a bit higher. I set the time to 90 seconds rather than infinite time so that matches don't last forever. Imagine waiting hours just for a match to end (I know matches are never that long but you get the idea).
And for the last rule, we all know why glitches are banned so I don't need to explain. But you all will disagree on infinites being allowed but, there are competitve scenes for other games that do allow infinites in tournaments, most notably Marvel vs Cacpom 2 and Super Smash Bros. Melee. And over half of the cast has infinites anyways so it's practically fair at this point.
