I apologize for writing this in English instead of Chinese, I do not know how to speak or read Chinese so I write it in English instead.
I posted tier list about a month ago but I decided to edit it as I learn more about the game And characters. Due to the new information I gained from testing out stuff in Bleach Vs Naruto my previous tier list became outdated in a short amount of time.This tier list is supposed to rank each character from best to worst and show who are the strongest and weakest in the game.
This tier list is my opinion and you are welcome to critizise it or ask me anything about the tier list.
Each character in the same tier are ordered from left (better characters) to right (weaker characters).
SS is the strongest tier and is the weakest tier.
Anyways here is my 2nd version of the tier list:

Konan, Orochimaru, Gin, Byakuya, Killer B, Gaara
A
Ikakku, Ulqiorra, Naruto (Sage), Rock Lee, Kakashi, Jiraiya
B
Renji, Sasuke (EMS), Ichigo (With Hollow), Uryu, Itachi
C
Deidara, Karin, Kenshin, Naruto (Normal)
D
Pain, Chad, Neji, Sakura
E
Obito, Rukia, Sasuke (Normal)
F
Mayuri, Temari, Ichigo (With Bankai), Jugo, Oriheme, Toshiro
Reasonings for singificant rise and drops:
Gaara: Gaara's placement overall is still the same but he did rise from A to S tier as I found out U recovery frames can be cancelled by I which can punish dashes. Gaara has a lot of tools with his only notable weaknesses being a bit slow and having high end lag on some useful moves.
Byakuya: Rose from A to S tier, his U is fast, has good range, and can setup his infinite. Combine that with his great spacing tool, Aerial J, Which also sets up combos, and having a transformation that has great range on his moves and has great setups for his infinite, he is powerful enough to be better than A tier.
Aizen: Rising from D tier to SS tier, I underestimated him by a large amount in my previous tier list. The combination of his SU, U, and I, he becomes a broken character using a specific strategy. SU has amazing stage control, lasts very long, and beats projectile, so the only way to go through it is by dashig. Aizen can camp behind it and force many characters to dash through it and punish them for dashing with U or I. SU also can lock their opponent in the corner if they block it which leads them into a free guard break. Aizen's I follows his opponenet during the entire attack making it impossible to run away from. It also destroys so much Chakra/Spiritial so it has great guard breaking potential. Combining camping behind his SU and punishing with either I or U, Aizen becomes overpowered.
Ichigo (With Bankai): Dropping from E to F tier, He is slow, lacks infinites without his transformations, and his only really useful move is SU. While his transformations do help him, due to getting hit and comboed granting little meter compared to hitting his opponent, characters with infinite easily prevent him from transforming. Also with Kon being able to take away a half of a meter, Kon can prevent Ichgio from transforming. Ichigo's lacks the strengths to support his weaknesses and Infinites and Kon being able to exploit Ichigo's reliability of meter to transform makes him a character bad enough to be placed at the lowest tier.
Neji: Dropping from C to D tier, Neji's SJ is worse than I thought it was. Not only does it have so much startup that it is reactable to avoid, but it also can not only be avoid by dashing, but by jumping or even running away from it. He still has some useful tools like SU and WU and he does have infinites to keep from being any lower. However he lacks the range (outside of a couple of moves), mobility, and punish game to be a good character.
