Also, you don't say but madara seems to be broken as well. His lighting reflexes with a powerful u and wj really dominates.

Lee's U cooldown can be canceled with a dash so it is safe on block. But the startup is pretty slow so it isn't good to use it often but it can be good to use sometimes. Otherwise it still is amazing for deal with projectile zoning either way.

The reason I didn't place Madara in Broken is because he doesn't have a move that is too overpowered to the point where matchups become unwinnable like Aizen (with his WU negating projectiles, forcing a dash which he can punish with I, and easy meter buildling due to it's low cooldown making it safe to abuse) and Soi Fon (With her SJ being safe on block due to it's cooldown being able to be cancelled with a dash and having invincibility during the entire attack). Madara does have many amazing moves that undoubtedly makes him one of the best in the game but the moves aren't as overpowered as Aizens WU or Soi Fon's SJ so Madara doesn't have matchups where they are unwinnable for his opponent, putting him below Broken tier.

I never use Rock Lee though I sometimes play against him so now I know. Even in random competitve I usually put him in last to transform. Thanks for the tip!
