After testing out and discovering more things I think it's time I share an updated tier list.
Here are some notable changes in the tier list:
Soi Fon - Her SJ is impossible to deal with due to being safe on block as it is dash cancellable and has invincibility frames for too long to the point where it beats out every move. With that move being too overpowered I moved her to "Broken" tier.
Jugo - Jugo dropped 2 spots since there are a handful of potential characters that counter him due to being able to fill meter fast or safely and spamming supers to beat his SJ which is normally impossible to deal with. He is still SS tier due to his SJ still being overpowered and still beats most of the characters below him.
Sasuke EMS - Sasuke EMS rose due to beating characters that Madara and Jugo struggle with (exceot for Obito) as his SJ is has invincibility frames unlike Jugo's so it is much harder to deal with.
Kenshin - I've decided to put Kenshin 2 spots higher since his mobility and combo game is amazing despite the lack of reliable moves he has. Sakura and Neji may have more useful tools but they have have a harder time keeping up with everyone else since they are slow.
Orochimaru - I have found out that Orochimaru's dash invincibility does not come out immedietly unlike most characters so when he gets knocked down, any character can use Rangiku assist after to either force him to block or waste meter on a combo breaker or some characters have moves that can force them to block and then they can use a ghost step to grab them while they are in blockstun. This discovery alone puts Orochimaru a tier lower.
Chad - Chad's U in 3.3 is much better than I thought it was. Not only is it safe on block and can go through projectiles, but thanks to the new Steel Body change it is impossible to beat it out without a super. U is now amazing which puts him from C tier to A tier.
Pain - Pain's best moves aren't amazing in 3.3 and he doesn't have anything super good so he drops from A tier to B tier.
New Kakashi - The new Kakashi drops 3 spots due his only good approach option being unsafe on block and his only other good move being easily countered by teleport attacks. Jiraiya and Naruto Sage both have solid approach options that are safe on block which is why they are above the New Kakashi now.
