The game is currently not very balanced and I feel I need to point out who and what should be made better or worse so that hopefully the developers will balance the characters better.
Aizen - What makeshis character overpowered is that his WU gives him too much stage control and has little cooldown. This move should give him more cooldown so it is easier to punish him.
Grimmjaw -WJ Is overpowered because it makes him invincible during most of the duration of the move and you can spam it without any consequences. Maybe add more startup or end lag so it is punishable.
Itachi - SJ can fill meter easily since it has low end lag and fills 1/10 of an entire bar of meter per SJ. Make is so it doesn't fill meter or at least reduce the amount of meter it fills so he is unable to abuse it to fill meter easily.
Jugo - Make his movement speed faster and make SJ move fast so he can approach better.
Karin - Her SJ is a bad teleport attack due to how slow the startup is. Make SJ teleport faster so it is harder to react to.
Kenpachi - U is overpowered because it makes him invincible during most of the duration of the move and you can spam it without any consequences. Maybe add more startup or end lag so it is punishable.
Killer B - U is overpowered because not only can he use it to setup combos with ghost step, but he can dash cancel at the end of the move to make it impossible to punish him.
Madara - This character has everything and no weaknesses. Make his movement speed slower and reduce the range of his dash because he can get in and run away way too easily. Make his I not guard break because that move is just way too good. Finally, make SU slower on starup since it is fast for a move with good range and is able to guard break.
Naruto (base form) - His main strength is zoning but sucks at everything else. Give him better movement speed and reduce the cooldown of his dash so he can keep up with the rest of the cast. Make his moves come out fast because about all Of his moves are too slow.
Neji- His SJ is a bad teleport attack due to how slow the startup is. Make SJ teleport faster so it is harder to react to.
Orihime - Orihime's only strength is that she has a decent zoning game. Other than that she doesn't have much. First change is to SJ travel faster so it is harder to react to. Make U dash cancelable at a certain point before the animation ends so she it is harder to punish her zoning. Give her dash less cooldown to make her mobility a little better. Lastly, make SU come out faster to it is a viable counter.
Pain - His SJ is hard to react to so you can use it unpredictably to easily hit them. Give SJ a little more startup so it is easier to react to.
Sasuke (Curse Mark) - Why are so many of his moves dash cancellable? Please make it so that half of his moves aren't dash cancelable.
Toshiro (base form) - Outside of his dash, he is underwhelming is every way. Make KU have less startup and have the projectiles move faster. Also make his U travel faster and farther so it is harder to deal with. These changes should make him a little more threatening.
