Once again, transformations are not counted as separate characters, but as a factor for the base form.
Infinite combos are also counted as a factor.
All of this is just my opinion.
BEFORE ANYONE MENTIONS OBITO AND KENSHIN BEING TOO LOW
Despite the popular belief of Obito being one of the best characters in the game, I think nobody understands how to counter him yet. His WJ is honestly easier to deal with as it looks. Any character with a projectile or a long range move that lasts long (or even a perfectly timed long ranged move that doesn't last as long) can beat it out, which more than half the cast has. Even if the character doesn't have a move that can counter is easily, a ghost step at the right time can force the WJ attack to come out and leave him vulnerable for a second which allows you to punish. His U/KU is actually one of the worst teleport moves in the game in my opinion as there is a brief moment where he is vulnerable and can get hit once he reappears, meaning that his teleport is punishable. His only really good move in my opinion is SU as it can wall out opponents and beat out many attacks. As for his transformation? Forget it, because obito will be infinited while he has no infinites and Kon can prevent him from transforming as well.
As for Kenshin, he has only 1 good attack and that is SJ, but even that attack can be countered easily. SU and U are moves I'd assume you would think are good but both of these moves are subpar. SU is very slow so it it easy to block and it doesn't do a lot of damage to your energy when blocked so it's not useful. U is terrible on hit as it lacks hitstun. Unlike Obito however he does have an infinite, but it requires ghost step so you wont have enough meter for your transformation after the infinite.
